Pavement may have one Decoration added per tile.
Pavements are optional. Their function is only to add Happiness. They do not need to be used in a realistic way or to provide access to a particular tile.People use them to gain more happiness in a one times one footprint-having two items on that singular footprint
Unlike Roads, they may have one Decoration per tile placed onto them.There is no Grand version of this, only Royal, unlike the Road.

The bug allowing roads to be placed on top of pavements was closed with the July 22nd 2010 update.
